Corruption offense of illicit enrichment in Uganda and how to use its reverse burden of proof

The corruption offense of illicitly acquired has a reverse burden of proof which shifts the burden to prove legitimate acquisition of property or wealth to the accused person after the state has proved that the accused person lives beyond or has wealth beyond his known sources of income. It is theoretically the most important criminal offence to anti corruption agencies but for some reason the ODDP and the Inspectorate of Government have failed to utilize this important corruption offense.
