Low pay is not the dominant cause of corruption and inefficiency in public service in Uganda
They said that they are corrupt because the government pays them peanuts instead of a living wage. They claimed that they steal and solicit bribes because they can not make ends meet on the meager salaries that the government pays them. However they looted and plundered at a higher rate when we raised their wages above market value. Therefore, it turns out low pay is not the dominant cause of corruption and inefficiency in public service in Uganda.
